3.1.1 Appearance and color: When prepared according to the manufacturer's directions, the icing mixes shall set within 30 minutes at room temperature and shall not curdle or contain any visible free water. The prepared icing mixes shall not contain specks of cocoa, color, or shortening. The prepared icing mixes shall have a color typical of the type of icing.
3.1.2 Odor and flavor: The prepared icing mixes shall have an odor and flavor typical of the type of icing.
3.1.3 Texture: When prepared according to the manufacturer's directions, the icing mixes shall possess a creamy, uniform texture which is free of grainy texture. When bakery products are iced, the prepared icing mixes shall be easy to spread and have a high sheen.
3.1.4 Moisture content: The powdered vanilla icing mix shall have a moisture content of not more than 1.8 percent. The powdered chocolate icing mix shall have a moisture content of not more than 2.3 percent.
3.2 Preparation: When prepared according to the manufacturer's directions, one pound of powdered icing mix shall yield a minimum of one pint of icing.
3.3 Age requirement: When specified in the solicitation, contract, or purchase order, the powdered icing mixes shall be manufactured not more than 60 days prior to delivery.
3.4 Analytical requirements: Unless otherwise specified, analytical requirements for the powdered icing mixes shall be as stated above.
3.4.1 Analytical procedure: Three containers shall be selected at random.
3.4.2 Preparation of sample: The sample shall be prepared according to the Official Methods of Analysis of the AOAC International, Method 920.175(a). The sample to be analyzed shall be 8 ounces (226.8 g) derived from a composite of the three containers.
3.4.3 Analytical testing: The sample shall be analyzed using the following method:

3.4.4 Test results: The test results shall be reported to the nearest 0.1 percent. Any result not conforming to the finished product requirements shall be cause for rejection the lot.
